Fixed Volatile Fault Doesn't Add Treasure Token If Search Is Prevented By Leonin Arbiter

Volatile Fault currently doesn't make a treasure token if the search is prevented by Leonin Arbiter. I'm not sure if the bug occurs when an opponent declines to search.
