triggered ability activates before, only cast one card and not two as indicated by the card,

his ability triggered when I cast my first card of the turn (invasion of new phyrexian)

Was this the same turn you cast the Ledger Shredder? If so, it counts Ledger Shredder as the first spell you cast that turn.

Whenever a player casts their second spell each turn, Ledger Shredder connives.

It's not that Ledger Shredder counts itself as the first spell this turn ... it's that it wasn't on the battlefield to trigger when the second spell (itself) was cast. Either way, this is not a bug.
