Confirmed Is this a glitch? goad+propaganda, unable to take any game actions.

3 player commander game, one player goaded all my creatures with Kardur, the Doomscourge. The other player had a propaganda. I was unable to attack the propaganda player because i didn't have enough mana, i was unable to attack the kardur player because i was goaded. I was unable to pass the turn because i was goaded. I was unable to tap lands or play spells, I was just stuck in choose attackers step. my only option was to concede to allow the game to continue.

I posted another bug report specifically for goad vs Collective Restraint. The difference is that Kardur technically doesn't goad (keyword), so the shared similarity of forced combat vs paying cost to attack is the most probably cause of the bug.
