Not A Bug Hex Parasite

I activated Hex Parasite ability to remove the luck counter on the opponent Gemstone Cavern.
The ability has been put on the stack, but once resolved nothing happened.
Later in the game, I tried to remove the 3rd lore counter on my urza's saga. It didn't work either.
looks like Hex Parasite is unless...

The interface for Hex Parasite requires you to click the targeted permanent for each counter to be removed as you resolve the ability, and if you click the 'Done' prompt without doing so you will remove zero counters from the permanent.
