Could Not Reproduce Flame of Anor doesn't let me cast it

Been a few occasions where I seem to be unable to press the cast button on Flame of Anor when I should be able to cast it- this has occurred both when I am trying to cast two modes as well as only one, although I only got screenshots of the latter.

The second image is invalid as you don't control a Wizard. However, the first one does show this

Tony: The second image indicates he's only selected one option, which (as the card reads, anyway) should not require him to have a Wizard in play.
