I ran into a problem where I didn't draw a card when my opponent paid 1B for Baleful Mastery. There were no draw stopping effects in play.

Out of curiosity was this a multiplayer game? If it was then the owner of the creature exiled doesn't have to be the player who draws the card.
I happen to have just recently been in a game where an opponent chose me to draw the card after exiling another opponent's commander.
