Confirmed Rampaging War Mammoth's cycling ability is not functioning properly

When opponent control some artifact, I used Rampaging War Mammoth's cycling ability X=2.
But, that ability could not choose a target.
At that time, the text window displayed "No othe legal targets to choose from(Click Done to Proceed with 0 targets, or Cancel to undo this action)".
