Match #264001124 and game # 859196258
Promise of Loyalty:
"Each player puts a vow counter on a creature they control and sacrifices the rest. Each of those creatures can't attack you or planeswalkers you control for as long as it has a vow counter on it."
I was in a commander game w/ 3 opponents and azra1I cast Promise of Loyalty. We all put counters on creatures, but they weren't sacrificed. The game log window said "azra1I can't sacrifice Bloom Tender. Players can only sacrifice permanents they control."
My other creature that I chose properly got the counter, but I was able to keep my bloom tender in play.
