Could Not Reproduce Bring to Light not resolving correctly

By the start of my turn I had Pillage the Bog plotted. I've cast Pillage the Bog form exile, finding Bring to Light with it. Then I've cast Bring to Light with 5 colors and searched for Tolsimir, Friend to Wolves, which just remained in exile without letting me cast it.
