All Is Dust
Each player sacrifices all permanents they control that are one or more colors.

Situation:
Commander 4 player game. Player A controls Tamiyo. Player B, C and D each control a bunch of colored permanents, including their commanders.
Player D casts All is Dust.

Expected:
Players other than player A have to sacrifice their colored permanents.

Actual:
Players B, C and D only had to sacrifice their commander. They got to keep the rest of their colored permanents.
Game log had messages like this:

18:23: Player B can't sacrifice Tyrant Guard. Players can only sacrifice permanents they control.
