Opponent is bm'ing me just using timeouts while he has a mutavault using the books of exarchs, why is he not losing? I understand it says i can't win and he can't lose, but does that override the timeouts?

I'm playing in a league and this mana doesn't work, i have both kinnan and gwenna in play and it only adds 2 mana. This needs to be fixed!!! I will lose games due to this.
