I attacked an opponent who had 7 life with several of my assassins, including Ramses, who inflicted well over 7 damage - causing them to lose the game. And yet Ramses' ability to let me then win the game didn't trigger. The other two players also didn't know why. I checked the game log and confirmed that the opponent I killed did not concede and the damage went through.
