Warp, Plot and Foretell

With each of those mechanics, does 1 turn have to pass after using them? So if I warp the card, it ETB's then it exiles. Can I cast it my next turn or is it 2 turns later like plot?

Warp: You can cast it from exile after warping it, anytime you could otherwise normally cast it.
Plot: On a future turn, you may cast a plotted card from exile without paying its mana cost.
Foretell: During your turn, you may pay {2} and exile a card with foretell from your hand face down. You may cast it on a later turn for its foretell cost (the mana cost listed as part of the foretell keyword).

I was in a commander match that did not allow me to cast from exile after using warp the previous turn so I thought that was odd. However I could cast it on a different opponent's turn for some reason but being permanents I couldn't cast. Maybe a bug
