Fixed Toxic Deluge does not work correctly off the top of library with Bolas Citadel

Attempting to cast a Toxic Deluge off the top of the library using Bolas Citadels results in losing 3 life, no spell is put on the stack, and a various amount of other things seem to break (casting cards, fetching, drawing, game sometimes restarts).

100% Reproduction rate in solitaire.

For testing purposes I also tested using Fire Covenant (same pay life cost) and that also produced the same results.

Game 818183530 I was unable to place toxic deluge on the stack with bolas citadel. i could pay 3 life a lot of times but never provided the option to pay additional life costs per the spell's ability and unable clear the top of the deck.
