Confirmed Slip out the Back vs. Dash

I dashed a Ragavan, then cast Slip out the Back to phase it out. It then returned to my hand at the end step. After consulting with a judge, this seems to be an incorrect implementation of the rules.

This occurred in Match #260913505 Game #846844896

I think this may be a larger problem with how modo treats phased out permanents. I was in a game where a player cast Teferi's Protection in response to the 12th counter being added to Midnight Clock, and the Midnight Clock was still exiled upon resolution of it's trigger. This makes me believe that modo is letting triggers looking for their associated permanents 'see' phased out permanents when trying to resolve, and this is incorrect to the best of my knowledge.
