Could Not Reproduce Sky Hussar Forecast ability only works sometimes

Many times i try to activate the forecast ability of Sky Hussar in my upkeep and am unable too.

Replays show it functioning as normal, sometimes i click on the card in my hand incessantly and it doesn't do anything, nor is the card highlighted.

No option to upload an image? I have to upload to the third party image hosting site to show my screenshots? What is this 2003?

Tag applied: Could Not Reproduce
Testing applied: Tested with different Blue, White and Multicolor creatures for 40 reproduction. Also tested five game state reproduction.
Test Results: Sky Hussar could use it's ability during Upkeep if creatures with the requirements were available to be tapped.
