Reflecting Pool does not allow to tap for either white or black manna when I control a Tainted Field but no Swamp. Reflecting Pool does not check for other lands' requirements to activate, only that it the other land has the ability to produce that color of manna. I have confirmed this with judges before. I was unable to cast a Swords to Plowshares because Reflecting Pool would only tap for colorless, there was no drop down produced to choose white or black manna.
