Backlog Porphyry Nodes allows a creature to regenerate if it's tied for the least power

Steps to repro:

- Get two creatures in play with the same power, at least one of which can regenerate.
- When Porphyry Nodes triggers put a regen shield on the creature.
- Then choose that creature for the trigger

Expected:

- Creature dies anyway

Actual:

- Creature is tapped and the regen shield removed

Note: when just one creature is in play it cannot regen. Has to be a tie.
