Could Not Reproduce Persecute doesn't allow targeting opponent

In a match between seattle1994 and me, game #817721274, I tried to cast Persecute targeting seattle1994. My only option was to target my own hand.

Problem happened around 1:27pm EST

Replay showed opponent controlled Solitary Confinement, which gives the opponent shroud. They weren't a legal target for Persecute
