If, during your turn, you press the hotkey used for "Pass Until You Can Respond", the game passes until there is a trigger or spell you can respond to. If that trigger is the "Draw a card" trigger from being the Monarch at the end of your turn, the game lets you respond to that trigger. However, if you have a Stop set on your End Step, and you respond to the trigger by pressing the hotkey set to "Pass Priority", MTGO skips your End Step stop and moves directly to the your opponents Upkeep - the correct result would be for the game to resolve the Monarch trigger and then stop on your End Step, but as currently implemented this does not happen.
