Confirmed Out of Time interacts incorrectly with characteristic-setting ability

I controlled a Nighthawk Scavenger with four power (due to checking opponent's graveyard for card types). My opponent cast Out of Time and it phased out. While phased out it showed as having 1 power (fair enough maybe?) When it phased back in it still had one power and remained on one power for the rest of the game (the graveyard remained stocked). It only dealt one damage when it connected.
