Backlog Opponent's turn ends when they concede instead of going through the steps and phases

On my end step, Yorion, Sky Nomad enters the battlefield and exiles some permanents until the next end step. On my first opponent's main phase, they concede.

Current: The game ends the turn and proceeds directly to the next player's turn.
My permanents only enter on my second opponent's end step.

Expected: The game proceeds through the steps and phases of the opponent who conceded.
My permanents enter on my first opponent's end step.

800.4j. If a player leaves the game during their turn, that turn continues to its completion without an active player. If the active player would receive priority, instead the next player in turn order receives priority, or the top object on the stack resolves, or the phase or step ends, whichever is appropriate.​

"Until your next turn" effects lasts forever if the player that used the effect leaves/loses the game.
example: Noncreature tax for elspeth conquers death stays forever if its owner loses the game while the effect is on.

After discussing with the team, the game having an undefined active player for part of a turn is a huge hurdle. For now we are considering this a corner case.

Some of the fun in commander is due to the increased precision required for playing well ("perfect play"). When you have a plan take an action during a particular turn (at instant speed) and so save your resources for that action instead of any other action in any of the turns prior, and then that player concedes the game, it is frustrating enough that many players who are "robbed" of that action for that turn just concede themselves.

The same is true for "at the beginning of the end step" triggers like Sire of Insanity or Bloodcheif's Ascension.

These situations are very common too. Taken all together I hope you will reconsider elevating the priority.

I think my bug report is different from what was stated by OP, as it applies when the player loses the game during other players turn. Applying rule 800.4j wouldn't fix my bug. My bug is fixed by applying rule 800.4a. For example in the card "Dovin, Hand of Control". If the card's owner dies at any point, including during other player's turn, the creature targeted will never do damage.
  • 800.4a When a player leaves the game, all objects (see rule 109) owned by that player leave the game and any effects which give that player control of any objects or players end. Then, if that player controlled any objects on the stack not represented by cards, those objects cease to exist. Then, if there are any objects still controlled by that player, those objects are exiled. This is not a state-based action. It happens as soon as the player leaves the game. If the player who left the game had priority at the time he or she left, priority passes to the next player in turn order who’s still in the game.

I've noticed when someone concedes or loses a game while controlling a permanent they don't own, the permanent goes into the graveyard instead of the owners battleground, this usually happens with me if I'm playing with creatures that you give to opponent, like Slicer of Xantcha.

it actually goes into exile but yeah
