Not A Bug Nadu Ability Missing from Oko Elks

During the 1st game of this match, I have a Nadu, Winged Wisdom in play which should give all my creatures Nadu's triggered ability.

I have two elk creature tokens in play created by Oko, Thief of Crowns, but the two tokens do not have Nadu's ability. And, when opponent targets one of the tokens with a spell (opponent's turn 5), I should have a Nadu trigger but there is none due to the bug.

I think there's something wrong with the interaction between Nadu and elk creature tokens in which the permanent was previously not a creature. In this case, my elks were previously artifacts.

As long as the elks in your game were made after Nadu was in play this is not a bug, and is a case of timestamps. Any elked artifact/creature you control before you play Nadu will gain the ability from Nadu, but any artifact/creature elked after Nadu is in play won't gain the ability from Nadu.

Another example that comes to mind is putting a Colossus Hammer onto an animated Inkmoth Nexus, and then activating the animation ability of Inkmoth Nexus to give it flying again after the Colossus Hammer removed it originally by creating a newer timestamp of the flying ability.

Based on your explanation, you're right. I double checked and Nadu came in first then the elk tokens were created.
