In testing Michiko Konda, Truth Seeker behaves as expected with the opponent who hit you choosing what is sacrificed. Generally speaking, whenever a card makes someone sacrifice something the player who is losing something will be the one deciding what will be sacrificed.

I saw the discord conversation about this so I'm coming back to state I think there may be an error in the oracle text. I say this because this change would be a massive power level errata to a card from all of the printed versions, which would already be contrary to the WotC position on the power level errata of cards, but it would also be unique in that there isn't a new printing with the updated wording to coincide with the change.

Michiko Konda, Truth Seeker {3}{W}
Legendary Creature — Human Advisor
Whenever a source an opponent controls deals damage to you, that player sacrifices a permanent of your choice.

The WotC article where they cover this calls it out as a nonfunction change, and in the case of Michiko Konda, Truth Seeker this is a functional change if it wasn't done in error.

This oracle change is quite stupid. This has never been confusing. Now if they want to fix confusion, they should start with Layers.

It baffles me how we don't have the space for 'enters the battlefield' and have to have the grammatically clunky 'enters', yet there is simultaneously enough space to make sacrifice effects no longer read cleanly.
