Confirmed Manifest Dread + Grafdigger's Cage

As expected, Grafdigger's Cage is preventing the Manifest Dread ability of Abhorrent Oculus from putting a 2/2 creature face down from the top of the library.

However, both cards that were on top of the library go to the graveyard, instead of just the one that wasn't selected.

I did not test it with other cards with Manifest Dread but I suspect the bug is with the ability and not Abhorrent Oculus specifically.

Based on my understanding Jydehem is correct here, and the card selected to become a 2/2 should remain on top of your library if Grafdigger's Cage is in play when attempting to manifest dread while the other card goes to the graveyard.

There is a ruling on Grafdigger's Cage that says that you cannot manifest while it is in play.
  • Manifesting a card from a graveyard or library is an impossible action while Grafdigger’s Cage is on the battlefield.(2019-07-12)
There is also a rules note calling out how to manifest dread which calls out the original manifest ability.
  • To manifest dread, look at the top two cards of your library. Manifest one (by putting it onto the battlefield face down) and put the other into your graveyard. The card you put onto the battlefield becomes a 2/2 face-down creature with no name, mana cost, creature types, or abilities. It's colorless and has a mana value of 0. Other effects that apply to the permanent can still grant it any characteristics it doesn't have or change the characteristics it does have.(2024-09-20)
There is also an old mtgsalvation thread where a judge answered a similar question with the original manifest mechanic.
