Make every draft keeper and adjust prizing as needed

It would be cool if every flashback draft was keeper, but the prizing was adjusted based on the value of the packs and the contents to retain the EV. I find the keeper drafts a lot more interesting than the phantom ones. This would not apply to cube drafts.

The problem is that the EV of packs of the old sets is so low that it would be almost impossible to cover the cost of entry. For a lot of those old sets the EV is 10-20 cents for each dollar spent.
