Let players set bo1/bo3 in open play/tournament practice lobbies

Currently open play is best of 1 and tournament practice is best of 3. Because commander formats only have open play lobbies you can't play bo3 commander, which is the norm for some 1v1 commander variants

I fully support this change, but I would like it to be noted that please don't let it be possible to set multiplayer games up as best of 3.
