Everlasting torment is not making my burn spells deal damage as wither damage, I know spells are capable of this because of spells like Puncture Blast so I do not see the problem.
I realized I should give steps to reproduce,
Have everlasting torment out on the field
Have 1 creature out on the field
Hit it with a burn spell that won't kill the creature
The burn spell will not leave -1/-1 counters only deal damage
