Fixed "Collective" cards causing game error

When clicking escalate with two or more modes with Collective Brutality, it gives me an unexpected error and lets me send an error report, then closes the game.

Had the same thing happen to me in a preliminary event. Filed for comp and was sent here to report the bug.
