When the issue has been reproduced and/or confirmed by QA, this thread will be marked with a tag. Since this has not been done yet, it means this issue was superseded by an issue which was more pressing (this can be due to others voting on the bug to show potential affected users), being unable to be reproduced due to staff bandwidth, or maybe even simply lost in the forums due to being posted during a holiday or weekend along with a multitude of other posts.
If you have more information regarding it, such as video, screen shots, game IDs or anything else which can assist in the bug reproduction, please feel free to add it. As to your final question, there is no way to contact QA directly. Posting here in the forums is the proper way to report bugs to see them get fixed as team bandwidth permits.
