This used to be bugged that casting a second one stopped the first one working altogether. It was partially fixed in 2017 but we never fixed the part where the first-named card can deal damage when a second Gideon's Intervention is cast.

When cast, Distended Mindbender lets you choose two cards, one with a CMC less than four and another with greater than three. You must choose cards if you can. However on MTGO you can choose to not choose cards, even if there are appropriate cards. Just click "OK" and you move on to the next step.
